1. Called meeting to order @ 5:50PM Marvin Peck, & Jim Richardson present, Joe Mattei absent

2. Reviewed mail:

  • Franklin County Assessors Association Survey Questionnaire
  • Deeds - November & December
  • Building Permits - November & December
  • Dept of Veteran Services FY2013 Expenses for tax levy
  • Sales Verification
  • Copy of Snow Removal Agreement for Memorial Drive
  • Forest Cutting Plan - Susie Logan Gribbell

4. Chip Hager on agenda for 6:15 did not show up at meeting - RE: Chapter land @ 1232 Mohawk Trail for Hager's Farm Market - he did not see any chapter land credit - told him on phone that credit does not appear, only net value after credit & that part of land is valued as a 2 acre commercial lot = $85,000

5. Susan Stark came to meeting @6:00PM to find out how to present her case for over valuation at 22 Severance St. Assessors stated that she has to find comparables in two family class, look at valuations of each, compare age, condition, grade, square footage, & amenities. This will help determine if her property is out of line with the comparables. Assessors already visited in 2009 - it was purchased for $345,000 in 2007 the current valuation is $361,000. She will come in and look at valuation lists for comparisons

6. It was agreed to visit Laurie Goddard's new studio at 337 Main St. on Monday Jan. 23 @5:30-6:00PM

RE: seeking abatement on renovated barn valuation - increased by approx. $140,000 this year

7. Assistant talked to Dan Murphy @DOR Law about valuation of building on Chapter 61 land on Flaccus' property on the Mohawk Trail. He said that if it is classified under Chapter 61 then the Forester determines classified acres and he only excludes the footprint of the buildings which is about 0.1 acres. He also stated that the assessors make the determination for land under 61A & 61B. There is not a huge difference in valuation if smaller than a 2 acre commercial lot

  • Missing Chapter Land Information - information received from all people except two that are in the process of getting the information to us

  • Review FY2013 Budgets & sign - passed over to next meeting
  • It was noted by the assistant that Shelburne "opted out" of Chapter 59 section 2D "Hopkinton" Bill by town meeting vote in 2004 (issuing of supplemental bills)
