MEETING MINUTES
—March 26, 2012

1. Called meeting to order @ 6:00PM Joe Mattei, Marvin Peck, & Jim Richardson present

2. Reviewed mail:

  • City & Town, DLS Alerts, CSC Cost Tables
  • Building Permits - February

3. Signed Previous meeting minutes for February

4. Reviewed & Signed Monthly Reports for February

5. 6:30 - Robert Warren cancelled appointment to discuss increased valuation for renovations

6. Signed Motor Vehicle Excise abatements

7. Signed real estate abatement denial for Garfield-Wright at 3 Bridge Street

8. Processed & Signed Real Estate Abatements

  • Stark - extended abatement appeal time - she came in for more data - square footage , etc. we will provide property cards at reduced cost and charge for assistant's time at hourly rate
  • Marjorie Giard - cancelled inspection for today -unsure if she wants assessors to inspect her property- is doing childcare

9. Old Business

  • Missing Chapter Land Information on some applications 
    George Dole - called & left message regarding his new forestry plan
    Charles Cohn - send letter requesting additional information regarding farm income and to determine who is using the pasture or hay field
  • Passed over Susan Stark's request to put assessors records on-line until next meeting - assistant to check with other towns about any issues they may have with the on-line records and to check on any cost to the town

10. New Business

  • James Dean called about changing land classified as 61B land to 61A. He did not like that assistant added new lot 3.3 on map 22 per 2007 plan. In addition I removed chapter 61B land from lot 3.1 per plan and placed on main lot 3.0. It was decided that he could switch chapters under the new chapter amendments without any penalty, but the 61B lien needs to be released and a new 61A lien placed on land at cost of $75 for each document registered
  • Plan to be registered for Skinner Road lot that just sold - to reduce number of acres
  • Added new lot 23.1 on map 18 for Averill - separate deed - that was approved by assessors
  • Tim Smith may go to ATB for official decision on APR chapter land under apple building & dormitory for workers - it was noted that these lots are specifically excluded from the APR along with two other lots
    The other 2 lots are not orchards @$802 an acre - 1 is woodland, 1 is Christmas trees - classification will be changed for FY2013
  • 45 Water Street was not sold - they were denied financing
  • Start visiting 1/3 of Properties in preparation for FY2014 revaluation. (115/yr.) Too many for the Board to review - Roy Bishop will be asked to review next year for FY2014 revaluation
  • New lots created per plan Prudence Wholey
  • Acreage increased by 20 acres for Patten Hill Farm - Shelburne Fire District lot reduced to 8 acres per map and deed
