Call to Order: Bob Manners called the meeting to order. Other members present: Joe Judd, John Payne.

Acceptance of Meeting Minutes: Joe presented a motion to accept the minutes of June 26, 2012 as printed. John seconded the motion. Motion passed unanimously.

Senior Center Director Position:
Joe has previously reported that the Search Committee (comprising SB representatives and COA members) has recommend posting the position internally in each of the three member towns. John has requested discussion by the full Shelburne SB on the merits of an internal vs. external posting. Joe put forth a number of benefits to internal and external posting -

External Fresh ideas,
New methodology,
New skills and perspective

Internal Less expensive because no newspaper advertising necessary,
More efficient transition as existing employees know Director job and will require less orientation and training, quicker learning curve,
Employee skills, performance, records and history already known,
Provides continuity and stability,
Promotion from within motivating to other employees.

Joe would expect to use the same posting, job description, skill requirements and pay scale in all three-member towns. John noted that the one internal candidate he knows is excellent and that an external posting is unlikely to produce a better candidate, which might argue equally well for the external posting. Bob summarized that the search committee had recommended first an internally posting, that the posting would be simultaneous in all three member towns, that Shelburne's bylaws permit internal postings and that the town had used internal postings to fill at least three positions in recent years.

Motion: Joe moved and John seconded that all three member towns post internally for the Senior Center Director position, using identical job description, skill requirements and pay scale in the three postings. The motion passed unanimously.

Senior Center Three-Town Member Agreement:
Joe presented the Senior Center Three-Town Member Agreement, which he had previously circulated, for approval. John suggested two minor wording changes.
* In section 4.a, add "...from each Member Town," at the end of the sentence. 
* In section 5c, add an apostrophe after "...town's Board of Selectmen..." in the middle of the fourth line.
John also suggested some minor formatting and grammatical changes.

Motion: Joe moved and John seconded that the Board approve the Senior Center Three-Town Member Agreement as amended, subject to review by council. The motion passed unanimously.

Joe suggested that once council has approved the Agreement, the Boards meet at the Senior Center for a formal signing of the document.

Highway Superintendent Search.
Bob reported that we have received 6 applicants for the Highway Superintendent position.

Highway part-time Summer Help.
Bob reported that the candidate to whom he had planned to offer the summer job had accepted a position with DCR the day before. Except for one, none of the remaining candidates had the necessary driving or truck towing skills. Joe suggested that Highway reconsider the one other candidate who had the necessary skills.

Shelburne Falls Area Business Association.
The SFABA has requested permission to hold its annual Iron Bridge Dinner on August 19th including closing the Iron Bridge from 3:00 pm to 10:00 pm and receiving a one day Beer and Wine license.

Motion: Joe moved and John seconded approval of the annual Iron Bridge Dinner, including closing the bridge from 3:00 pm to 10:00 pm. The motion passed unanimously.

Motion: John moved and Joe seconded approval of a one day wine and beer liquor license for the annual Iron Bridge Dinner from 5:30 pm to 9:00 pm. The motion passed unanimously.
