MEETING MINUTES
—March 28, 2011

1. Called meeting to order @ 5:55PM Marvin Peck, Joseph Mattei present

2. Joe is up for re-election and has decided to run again -- we were glad to hear this

3. Reviewed mail:

  • Memorial Hall April Calendar
  • March Deed
  • Planning Board -- BYLAW Revision RE:Home Businesses -- hearing was held on March 21
  • Federal approval for Stimulus-funded Broadband project

4. Signed Previous meeting minutes

5. Signed (4) Motor Vehicle Excise abatements

6. Approved & signed Elderly 41B Exemption applications and certificates for Town & Fire District

7. It was noted that the land valuation for Dragon Hill Condos will increase by $5,000 for FY2012

8. It was decided that an abatement of the fourth quarter taxes should be given to the owners of the house at 48 Mechanic street that burned down recently

9. The following items will be discussed at next meeting:

  • 685 Patten Road -- building permit for house demo in 2003? Listed as built in 1965?
  • Map 30 house in Colrain with 1.6 acres, plus 1.93 acres of land in Shelburne? --lot is not on map -- sent letter for clarification to James Billiel; responded that he still owns that land
  • Map 30 lot 11 is not drawn correctly on our map -- should lot be backland? Charge as 2 acre lot There is a right of way off Patten Hill road to both Billiel house lots, where the houses are in Colrain
  • Changed lots 7 thru 12 on Map 30, off Frankton road & Patten road to neighborhood 2 (Rural)-- previously in NBHD 1 (Village)
  • Chapter Land Management Plans expired/expiring:
    12/30/2010 -- Dole, 17D/4, 5, 6, 21D/1 Cohn, 16D/13
    12/31/2011 -- Bardwell Farm LLC 8D/9 Hartman 22D/10 Starkey 29D/5
    Payne 18D/32.1, 19D/1 Dean 22D/3, 21D/3, 27D/17
  • Forms of List Review -- have not received forms from all businesses
  • Dragon Hill Condos -- valuations will need to be reduced by 5 -- 8% due to sales data the land valuation will increase from 6,300 to 11,300 for FY2012

10. Assistant will try to set-up house visits for filed abatements on April 25 before meeting

  • Stachelczyk/Budrewicz -- (two family)16 Maple St - April 25 @ 5:30-6:00
  • Noreen Martin -- (two family) 123 Main St.
  • Sarah Hannigan -- 247 Barnard Rd. (was Kingsbury/Peters)
  • Mieke Geffen -- (decks) - 778 Mohawk Trail

11. Computer backup battery died last week -- it was recommended by the assessors that we buy a new UPS backup unit, since the battery is difficult to locate -- and that we should not just but the cheapest unit
