MEETING MINUTES
—November 14, 2011

1. Called meeting to order @ 6:00PM
Joe Mattei, Marvin Peck, & Jim Richardson present

2. Reviewed mail:

  • Deeds - October
  • Tax Rates approved by DOR on 11/1 & 11/3 Town = $12.78, 12 cent increase
    Fire District = $ 1.04, 1 cent decrease
  • Copy of Town of Florida PILOT agreement ($9,000 x total nameplate capacity).
  • Email from Dave Tuohey - Hancock PILOT = $156,600/yr & Lanesboro = $31,000/yr
  • October Building Permit Lists, COs & COAs
  • FRCOG member Town wage Information Assessors & staff
  • Governor's Supplemental Budget - Shelburne Local Aid Increase FY2012 = $15,993

3. 6:20PM - Met with Kevin Parsons to discuss abatement requests for Bridge Street properties & ATB Hearings for Gitsis Realty, LLC on Tuesday November 29 in Springfield @ 9:30AM - Kevin will postpone hearings until December 15. Board will decide on whether to lower assessments at next meeting - they would like to reach a compromise so ATB hearings would be unnecessary

6. Signed Monthly reports for October

7. Signed Sewer Lien Warrant to Collector FY2012 ( $12,997.17 added to tax bills)

8. 6:45PM - Discussed Mt. Massaemet Wind Farm Project with Fred Field. He made offer to pay $9,000 x total nameplate capacity each year for 25 years as PILOT payment, which is the same PILOT agreement that was approved in Florida. Yearly payment for a 20MW wind farm would be $180,000; total payments = $4.5 million

  • Process & Sign Chapter Applications - passed over to next meeting
  • Marjorie Giard - lost her job & is concerned about overvaluation of house, it is in disrepair - not sure she wants to have it inspected inside - Financial Hardship Exemption? also question about Chapter 61A - does land around house qualify as pasture? she has animals
  • which she sells, chickens & beef cows- passed over to next meeting
  • Michael Garfield-Wright - Flood damage & valuation of commercial building @ 3 Bridge Street? Review estimates - passed over to next meeting
  • Review 5 Maple St Review estimated valuation - passed over to next meeting
  • House @ 48 Mechanic Street torn down - send abatement form to owner? Did not respond the this summer when asked about their plans for the house - passed over to next meeting
  • Who do we send bill to for Parker on Lucy Fiske Road? -send as listed for now
  • Apex orchards - owner's names? - Tim & Dorothy Smith - H. Michael Smith is deceased
