SHELBURNE BOARD OF ASSESSORS
MEETING MINUTES
—August 23, 2010

1. Call meeting to order @ 6:01PM Jim Richardson, Joe Mattei & Marvin Peck present

2. Meeting with Representatives, Michael Stein & Rick McCabe, from the Vipassana Center regarding PILOT payments

  • Assessors discussed their request that the Center pay their fair share of taxes -- a spreadsheet showing a breakdown of budget items that are impacted by the Center and an estimated percentage of their tax share was given to all.
  • Assessors stated that the PILOT payments are very small in comparison to the assessed value of their property. They are requesting a larger payment that would be more in line with their fair share of taxes.
  • Mr. Stein stated that their only income is from donations and they are unsure of the amount of donations each year. The courses are free with voluntary donations made at the end of the course. Individuals can give nothing or whatever amount they deem appropriate.
  • It was noted that they have exempt status as a church, so that legally they do not have to pay taxes just like other exempt owners, but they are trying to be good neighbors by donating money to the town each year and hiring local people. They said about $3,000 was donated this year
  • Question rose as to whether other exempt property owners were being asked to make payments in lieu of taxes. Noted that the Assistant has sent requests to other exempt owners in Shelburne
  • John Payne noted tension at first and that he was proud to have them in the community, but many people do not understand the benefits. Since they have severely tightened all budgets in town, he hoped that the center would contribute to the town just as their students donate to them

It was concluded that they would present the assessors' request to their Board of Trustees at their next meeting

6. Noted that Joe Barbieri from the DOR is coming Wednesday the 25th with Roy Bishop to review Roy Bishop's work for Revaluation

7. Discussed New Business

  • Computer Problems in CAMA Database -- error messages shuts down frequently -- maybe caused by New Anti-virus program -- assistant installed a different free anti-virus program that seems compatible with CAMA
  • It was decided to mail Chapter Land applications for FY2012 and to extend due date to October 4th since October 1st is a Friday
  • Assistant has mailed Requests for PILOT payments to other Exempt property owners
  • Reviewed plan for lot split and sale of McKinnon property on Bardwells Ferry Road
