MEETING MINUTES
—August 9, 2010

1. Called meeting to order @ 6:05 PM -- Marvin Peck, Joseph Mattei, & James Richardson present

2. Joe Mattei made a motion to make Jim Richardson Chairman for 2011, seconded by Marvin Peck and passed unanimously -- Jim Richardson is the new chairman for FY2011

3. Reviewed mail: o July Building Permits o August FRCOG Newsletter o City & Town -- July 29 o Regionalization Conference -- Worcester - September 2 o ATB Filing by MCI Communication Services o Other Mail

4. Signed Previous meeting minutes

5. Signed Bill Schedules & Staples packing slip

6. Signed July Monthly Reports

7. Discussed the denial by Selectmen to pay for the assessors' dinners at the Franklin County Assessors Association summer meeting on August 18th - It was decided that the assessors are not going to the dinner meeting -- Stated that their positions as assessors were more like voluntary positions with a small yearly stipend and that the small amount requested was already within their budget. They were discouraged by the selectmen's decision.

8. Reviewed Roy Bishop's proposed residential values for Revaluation and noticed fluctuations in increases and decreases in values -- these are due to new cost tables being used and adjustments to detached structure values as well as the elimination of primary lot values

9. Reviewed letter to Ms. Geffen regarding her deck valuations on her property -- she will not allow all members to visit her property again in order to measure decks

10. Reviewed a letter that was sent to Mr. Averill regarding the Boundary dispute concerning Averill & Healy on Zerah Fiske road -- the Board stated that this was an issue for the property owners to resolve -- not an issue for the assessors -- it was noted that an attorney's affidavit was prepared in 2007 stating that the fence line that we show on our maps should be regarded as the correct boundary

11. Discussed the next step in order to set up meeting with Vipassana Center regarding PILOT payment- the selectmen have given their approval to pursue this matter and will attend joint meeting -- it was decided that a certified letter be sent to the Center requesting a meeting to discuss this issue -- the assistant has computed a percentage of the town's budget using only items impacted by Vipassana in order to calculate their fair share of tax dollars
