Visited property at 7 Pleasant Street before meeting to update record -- recent sale

1. Called meeting to order @ 6:27PM James Richardson & Marvin Peck Present

2. Election of new chairman -- tabled until next meeting -- need full board for vote

3. Town Clerk needs new list of members & chairman with Email addresses -- tabled until new chairman elected

4. Reviewed mail:

  • Revised Chapter Land Values to include new Christmas Tree code
  • Certification of Appropriations May 5, 2009 Town Meeting

  • Greenfield Co-operative Bank Certified Project EOA

5. Signed letter from Assessors to Open Space Committee in support of DCR's Heritage Landscape Inventory Program

6. Discussed memo from Selectboard dated June 9, 2009 regarding the suspension of all non-essential spending -- payment for map updates was approved by selectboard

7. Discussed the Selectboard's request for reductions in our operating budget for FY2010, due to the $66,663 reduction in estimated local aid to Shelburne. They want info by noon on 7/14.

Reduced expense budget by $800: Map Updates $1,000 to $500; Mileage $100 to 0; Computer Maintenance $100 to 0; Also noted that we could cut the $2,500 from the contracted services for the FY2011, but that is a risky option. We must appropriate the Revaluation amount in full at the 2010 town meeting.

We are invited to attend a meeting with Finance Committee and Selectboard on Monday, July 20 @ 7:30PM

14. Discussed request from Collector to abate Roll Back Taxes from 1995 & 1996 -- tabled until next meeting -- assistant to look for documentation

15. Discussed request from Collector to abate Farm Excise from 1990, 1991, 1992 - tabled until next meeting

16. Discussed Franklin County Home Care letter regarding elderly request to reassess his property -- decided that property is already valued at a low assessment which seems reasonable to both assessors

17. Assistant to re-check size of second story addition at 989 Mohawk Trail -- owner claims upstairs is smaller than we have listed on our card

18. Roy Bishop to send an estimate of our cost for FY2011 Revaluation
